"Fort Leavenworth and the University of Kansas are closely aligned by long histories and geographical coincidence. The degree of interaction between Fort Leavenworth and the University of Kansas has waxed and waned over the many years of our histories. Often collaboration depended on the interests of specific individuals and thus lacked the continuity necessary to more fully accomplish a sustained commitment at an institutional level."

"Both institutions could benefit by joining forces in areas of shared interest. Recent events highlight the nation's need for leaders with a sound knowledge of the world and the capabilities to apply that knowledge. The lack of a fonnal cooperative agreement between KU and Ft. Leavenworth is a hindrance to the fullest accomplishment of the missions of both institutions."

"The mission of Ft. Leavenworth is a broad one, encompassing various units that provide sustained professional growth opportunities for domestic and international officers. The mission of the University of Kan.sas is equally broad; as a comprehensive research and teaching institution, it serves as a center for learning and scholarship and among its strengths are deep resources in art:a studies, foreign languages and military history."

"The purpose of this Memorandum of Agreement is to open effective channels of official communication between institutions, establish continuity and institutional commitment, provide access to their respective capabilities and strengths, and expand each organization's capacity to serve the nation and the larger world community. The establishment of this sustaining institutional linkage is intended to foster many points of contact between our institutions."

"By this Memorandum of Understanding, the University of Kansas and Ft. Leavenworth seek to: 1.) Share the experiences and expertise of the faculties, officers and staff of their respective institutions; 2.) Provide additional opportunities for learning for their faculties, students and officers; 3.)Enable easier access by members of each institution to the research and resources of the other; 4.) Establish cooperation for development of homeland security expertise;"
