In 2000 the Kansas Legislature passed H.B. 2603 that allowed state and municipal agencies to seek energy savings contracts if it was believed that the net (post-payment to energy monitoring group) gain would be positive to whatever agency. Three proposals had to be solicited considered. After this point negotiations are not subject to open meeting requirements.
In 2001 KU entered into a 17-18 million dollar contract with Chevron Energy Solutions (CES), a wholly owned subsidiary of Chevron that has an office in Overland Park.
